He's the great deceiver of the Reign of the Supermen storyline, the "replacement Superman" who fooled the world after the Death of Superman, and the original Kenner Super Powers line ended years before he ever existed. McFarlane's revival puts that right, rendering his exposed cybernetic skull, tattered S-shield look, and soft fabric cape in classic Super Powers style on retro blister card packaging.
